Register of Public Capital Investment Projects (SI RPIC)
The Information System "Register of Public Capital Investment Projects" (SI RPIC) is an automated platform for storing and managing information on ongoing public capital investment projects, as well as the portfolio of new project proposals.
SI RPIC can be accessed from workstations (PC) or mobile devices through common web browsers such as Mozilla Firefox, Chrome, Internet Explorer, Opera, etc. The updated user guide is available for download on the login page and all internal pages of the application.
SI RPIC includes a separate project evaluation module that fully automates the workflow for submitting and evaluating projects.
Regulation on Public Capital Investment Projects
The regulation on public capital investment projects establishes a mechanism for identifying, evaluating, planning, approving, implementing, monitoring, and managing public capital investment projects financed from the state budget.
According to Art. 41 of Law No. 181/2014 on public finance and budgetary-fiscal responsibility, the methodological framework for preparing, evaluating, approving, implementing, and reporting capital investment projects, as well as managing responsibilities, is regulated by the Government.
As a result, by Government Decision No. 684/2022, the Regulation on public capital investment projects was approved, which establishes the full mechanism mentioned above.
Instruction on the Evaluation of Public Capital Investment Projects
The instruction describes the procedure for evaluating and determining the eligibility of public capital investment projects (PCIPs), which are included in the annex to the annual budget law.
To implement the provisions of the Regulation on public capital investment projects, approved by Government Decision No. 684/2022, the Order of the Minister of Finance No. 104/2023 approved the Instruction on the evaluation of public capital investment projects, which applies to all projects financed from the state budget, including external sources, development funds, and state contributions to local projects.
The instruction describes the procedure for evaluating and determining the eligibility of public capital investment projects, which are included in the annex to the annual budget law.
Project Appraisal Training Course
This training course supports public authorities in preparing, submitting and evaluating new public capital investment project proposals in line with the official methodology approved by the Ministry of Finance.
The course explains the full project appraisal process: how project proposals are submitted through the Public Capital Investment Projects Registry Information System, how their completeness is verified, how the Ministry of Finance Working Group assesses eligibility, and how eligible projects are included in the project portfolio for consideration in the budget planning process.
Participants are guided through the main elements of a project proposal, including the project summary, technical analysis, economic and financial analysis, institutional and management assessment, social and environmental impact, legal assessment and risk analysis. The course also explains the scoring methodology, including quantitative criteria, qualitative criteria and the minimum conditions required for a project to be considered eligible.
